MEDICAL ASSISTANCE TO FOREIGN CITIZENS
The right to healthcare, medical care and medical insurance for foreign citizens in the territory of Russia is fixed by the applicable laws of the Russian Federation, as well as by treaties with individual states.
The rights and duties of foreign citizens in the health insurance system are regulated by the law of Russia “On Health Insurance of Foreign Citizens in the Russian Federation”. Aid to foreigners may be carried out by medical and other organizations in Moscow, as well as individual entrepreneurs engaged in medical activities. The status of a foreign citizen staying within Moscow will influence the services they acquire as well as the need to pay for such services.
THE RIGHT TO HEALTHCARE, MEDICAL CARE AND MEDICAL INSURANCE FOR FOREIGN CITIZENS IN THE TERRITORY OF RUSSIA IS FIXED BY THE APPLICABLE LAWS OF THE RUSSIAN FEDERATION, AS WELL AS BY TREATIES WITH INDIVIDUAL STATES.
Any foreigner will be able to get free medical care in a life threatening situation (urgent medical care), as well as in a medical emergency situation in state and municipal health institutions (in the form of emergency healthcare, including specialized). With other medical care in urgent situations, as well as routine medical care, the foreign national must pay a fee.
Those permanently residing in the Russian capital will receive medical care just as Russians would at an equal level: they shall be issued with a medical insurance policy within the system of compulsory health insurance (CHI), which guarantees a range of free medical services in institutions of its constituent. At the same time, for working foreigners, for whom employers enumerate contributions to the CHI within the single social tax policy in Moscow, their policy is issued at the workplace and the period of validity is limited to the duration of employment or other contractual relationship. Not working foreigners that have a permit to reside in Moscow have the right to receive a CHI policy in one of the organisations operating within this system (usually in an urban clinic or insurance company office).
Medical insurance for foreign citizens temporarily residing in the territory of Russia (TRR), is also provided to them within the framework of medical assistance (including medical-transport services), however in this case, the provision and financing of such assistance under the medical insurance is conducted in accordance with the agreement and scale of the premium of insurance actually paid.
Those foreign citizens temporarily residing in Russia who are not subject to health insurance – do not have access to free medical care. Moreover, to receive routine medical care, the foreigner must provide written guarantees for execution of the obligation to pay for medical services or to make an advance payment, based on the estimated amount they are issued with.
At the same time, if the foreign citizen is not included in the Russian CHI system, they have the full right to receive any medical assistance under the agreement of voluntary health insurance (VHI): in this case, the range of services, as well as their cost, will depend on the terms of the agreement with a particular medical institution.
If such a situation should occur that a foreign national intends to remain in Moscow for a long time, it is necessary for them to first of all determine as to whether they have the right to sign onto the Russian CHI system, or whether it is just necessary to make use of VHI services. Routine medical care can be obtained both for free and at a cost, depending on the situation, however in emergency situations, it should be provided free of charge.
The provision of routine outpatient polyclinic medical care of persons without citizenship seeking asylum in the territory of Moscow, is free of charge at the place of actual residence in the presence of a refugee certificate.
